With this Memorandum of Understanding, the Ministry of Mobility, the Province of Upper Austria, the Austrial Federal Railways (ÖBB) and Oberösterreichische Verkehrsholding are taking another decisive step towards the further development of regional rail transport. Building on previous agreements – from the 2019 Attractiveness Package to the Section 15a agreements on the Linz Regional Light Rail – all partners are clearly committed to a modern, efficient and future-oriented rail system.

At the heart of this is a shared goal: to further expand rail as the backbone of an efficient, climate-friendly and economically strong mobility system, thereby sustainably enhancing people’s quality of life and the competitiveness of Upper Austria as a business location. 

“This agreement represents a strong commitment to Upper Austria as a region and to the mobility of the future. We are making targeted investments in modern rail links because they enhance quality of life, ease the burden on commuters and strengthen our economic region – in other words: local railways are vital transport arteries for Upper Austria as a hub of business, employment and innovation,” emphasises Governor Thomas Stelzer.
Mobility Minister Peter Hanke notes: “With this agreement, we are securing the future of regional public transport in Upper Austria whilst simultaneously laying the foundations for its targeted further development. A reliable and predictable service for people in the regions is crucial here. It is also clear that attractive connections must be commissioned and financially secured in the long term. This memorandum stands for partnership-based solutions between the federal government, the province and ÖBB – and for ensuring that we invest where sustainable and efficient operations can be guaranteed.”
“We are putting key projects on track – in the truest sense of the word. The integration of the regional light rail, the further development of the Mühlkreisbahn and the modernisation of existing lines are crucial steps towards a functioning integrated transport system in Upper Austria,” emphasises Günther Steinkellner, Provincial Councillor for Transport.
“Rail is the backbone of sustainable mobility. Together with the federal and provincial governments, we are making targeted investments to further improve services for the people of Upper Austria. This agreement lays the foundations for a modern, efficient and future-proof rail infrastructure,” said ÖBB CEO Andreas Matthä.

Securing and further developing existing lines

A key element of the agreement is the clear safeguarding and further development of existing regional railways. The Almtalbahn and the Hausruckbahn will remain part of the ÖBB network. At the same time, targeted investments will be made, based on the proven funding formula of the 2019 Attractiveness Package and aligned with the transport service contract until 2033. The further development is to be carried out on the basis of a long-term financing agreement and offer the best possible benefits for passengers.

Specifically, the previously agreed plan to electrify the Almtalbahn on the Wels–Sattledt section is reaffirmed. The renewal of the Traun Bridge in the Wels/Thalheim area is also planned.  

An agreement has also been reached on the continued operation of the Hausruckbahn on both sections. The agreement provides for the possibility of temporarily introducing a bus service in place of train services should technical problems arise that require significant investment. In connection with the construction of the Neue Innkreisbahn, the continued operation of trains on the Hausruckbahn is to be reviewed.

Mühlkreisbahn: Prospects for takeover and modernisation

Another key focus is on the future of the Mühlkreisbahn. Negotiations regarding the proposed takeover by the Province of Upper Austria or a company belonging to OÖ Verkehrsholding are being intensified. This is based on a comprehensive review of the infrastructural, operational and legal framework conditions.

The aim is to create a sound basis for investment and to make the line sustainably attractive – as a key component of a modern regional light rail system.

Linz Regional Light Rail as a key project

The continued implementation of the Linz Regional Light Rail is of particular importance. Its integration into Linz Central Station and Mühlkreis Station represents a key milestone for the efficiency of the entire rail network. The contracting parties have agreed to pay particular attention to these interfaces.
