eMove Austria – programme for the expansion of e-mobilit

Starting signal for the next chapter on the way to the mobility transformation

As part of the double budget, existing funding models for the expansion of e-mobility were evaluated and the current industry conditions analysed. The Federal Ministry for Innovation, Mobility and Infrastructure will make these funding programmes more targeted and align the allocation of grants more with market dynamics.

“We use every euro where it has the greatest impact. This means proceeding with common sense and responsibility in the mobility transformation and being more oriented towards the assessments of experts and the scientific community,” Hanke clarifies.

eMove Austria unites several pillars of e-mobility

Under the common umbrella “eMove Austria”, several aspects of e-mobility will be bundled in the future, including the pillars:

  • eCharge: All measures for the expansion of public charging infrastructure),
  • eBus: All measures for the transition from conventional to zero-emissions drives for buses
  • eTruck: All measures for the transition from conventional to zero-emissions drives for trucks)
  • eRide: All measures for the transition to individual e-vehicles in private and operational contexts

Within the respective pillars, the associated funding models, as well as any reforms, research projects, and measures, are anchored to make e-mobility more accessible. eMove Austria thus covers a broad spectrum of e-mobility, adapting existing grant programmes to new conditions and enabling comprehensive consideration and evaluation of upcoming reforms in the respective areas.

At the presentation, Hanke named the ambitious goals of the “eMove Austria” programme: “By 2030, 95 percent of Austrians should have access to a fast-charging station within ten kilometres. This goal is ambitious but achievable. Today, we have set the starting signal to make this vision a reality.”

Charging infrastructure is the greatest lever

Even without extensive grants, the registrations of e-passenger cars continue to remain at a high level due to developments in the e-vehicle market. However, there is still a backlog in charging infrastructure, especially in rural areas. This is where eMove Austria comes in: In total, around 260 million euros will be allocated to e-mobility in 2025 and around 220 million euros in 2026. In the coming years, the funding structure will focus on the expansion of charging infrastructure. According to experts, this is also where the greatest leverage lies.

“If the infrastructural offer is right, the willingness to switch to e-mobility is higher,” Hanke clarifies.

In the future, charging stations are not only to become more numerous but also more comfortable, for example through the expansion of canopies or barrier-free facilities. In 2026, 30 million euros will be invested in the construction of fast-charging stations in rural, underserved areas as part of a support programme within the eCharge pillar – a tripling of funds compared to 2024.

“With eMove Austria, we create targeted funding impulses that drive the closing of gaps in charging infrastructure – above all, eCharge will support public fast-charging stations with up to 60 percent. With eTruck, we promote the conversion of commercial vehicle fleets along with the associated charging or refuelling infrastructure – covering up to 60 percent of the additional costs for vehicles and 40 percent for infrastructure. And with eBus, we specifically support public transport: zero-emission bus fleets and charging infrastructure receive up to 60 percent funding. About 480 million euros are available for e-mobility funding in 2025 and 2026 alone. This strengthens the economy and public transport, drives the mobility transformation forward and makes a noticeable contribution to climate protection,” says Karin Tausz, Managing Director of the FFG.

Apart from the grants, the eMove Austria programme will also promote important reforms and measures for the expansion of e-mobility. ASFINAG, on the initiative of the Ministry of Mobility, is in negotiations with oil companies to simplify and accelerate the expansion of charging infrastructure for electric vehicles on motorways and expressways in the future. According to Hanke, “eMove Austria” should “be the impetus for a successful mix of funding and necessary initiatives that make e-mobility more attractive for all of us.”

Performance reports and scientific accompanying measures

The “eMove Austria” programme will be scientifically monitored and regularly evaluated. Additionally, Mobility Minister Hanke plans to create an annual performance report, which will provide a comprehensive overview of the development of e-mobility in Austria and the activities within the framework of “eMove Austria”. 

“Even in light of budget consolidation, it is important to me to use the funding optimally. I am therefore a great advocate of clear analyses and concrete figures that enable corresponding derivations and fine-tuning. We want to know concretely what people, municipalities and companies need and expect to switch from combustion engines to other forms of mobility,” says Hanke.

The report, which will deal with the eMove Austria programme in its entirety, offers the opportunity to critically question and possibly adjust the individual measures and programmes within the pillars. It will be published on an online platform together with relevant numbers, data and facts on e-mobility and the projects within the framework of eMove Austria.
